He swears the air crackles differently. Like the whole town is holding its breath. It's electric, a little sacred, and he says that no matter what else is happening in his life, walking into that buzz grounds him.

Officials say it helps meet the pressing demand for attainable housing as the area's economy grows. Construction starts this fall.
